Wyoming Child and Family Development Torrington Learning Center (TLC)

TLC offers services for children birth to 5. We have four Head Start Classrooms and also provide all the disability services to any child birth to five in Goshen County that qualifies for services.

We recognize parents as a child’s first and most important teacher. By partnering with parents we can help prepare children for success in school and in life. Parents are always welcome and encouraged to participate in classroom and other center activities.

Head Start provides a free, early intervention program to low-income, at-risk children, 3 – 5 years of age and their families. Each child receives a developmental, hearing, vision, and health screening. Our program provides activities that address the child’s cognitive, physical, social, and emotional development to help prepare the child for success in school and in life. All Head Start classes are for 4 hours and include a meal and a snack. Two of the Head Start classrooms operate four days a week. The other two classrooms operate three days a week and include a home visit once a month to work on individualized school readiness goals for the child.


Free 1 before 2 child development screenings are offered monthly at the Wyoming Child and Family Development TLC for all children from birth through five years old.

Infants and preschool children are screened to determine how they are progressing towards their developmental milestones.

Developmental Disabilities services are available for free to all birth to five year old children with special needs. Services include: speech/language therapy, physical and occupational therapy, special education and mental health services.

Early Intervention and Developmental Preschool - Services include free developmental screenings, early intervention, special education and related services for children birth through age five. Developmental Preschool is offered 2 days per week for children ages 3-5.

Wyoming Child and Family Development Lincoln Infant Toddler Center (LITC)

LITC provides services for children birth to three years old and to pregnant women through a variety of Early Head Start program options. Early Head Start classrooms provide early learning, care and enrichment experiences to children in an early care and education setting.
Center Based Early Head Start classrooms have wrap around childcare that is open until 5:30 pm nightly. Early Head Start services are free, but the childcare portion of the child’s day does include a fee. A $25.00 non-refundable registration fee is due at the time of enrollment.
Two toher Early Head Start program options include a combination of socialization (class time) at the center and child-focused home visits in the family home that are individualized to help parents support their child’s growth and development.

The Early Head Start 2:2 program operates two days a week for three hours with two home-visits each month. Parents are not required to stay for socializations with their child, but are encouraged to participate when possible. Parents must participate in the home visits.

The Home Based Early Head Start program provides services for pregnant moms and children birth to three years old. It includes weekly home visits and socialization experiences twice a month for 2 ½ hours. Parents stay with the child during the socialization and home visits.

Pregnant women enrolled in Early Head Start have individualized home visits that promote healthy prenatal outcomes and help them prepare for the arrival of the child. Upon delivery, the child is then enrolled in Early Head Start and services continue.
