Early Head Start Center Based Program

The Early Head Start Center Based program provides early learning, care and enrichment experiences to children in an early care and education setting for children six weeks to three years old.


The EHS services are free

Early Head Start Home Based Program:


Capacity: 24 children


The Early Head Start Home Based services are for pregnant moms and children birth to three years old. Services include a combination of weekly home visits and socialization experiences (class time) twice a month for two and a half hours. Child-focused home visits are individualized to help parents support their child’s growth and development. Parents are required to stay with the child at the socializations and participate in the home visits.

Pregnant women enrolled in Early Head Start have individualized home visits that promote healthy prenatal outcomes and help them prepare for the arrival of the child. Upon delivery, the child is then enrolled in Early Head Start and services continue.

Head Start provides a free, early intervention program to low-income, at-risk children, 3-5 years of age and their families. Each child receives a developmental, hearing, vision, and health screening. Our program provides activities that address the child’s cognitive, physical, social, and emotional development to help prepare the child for success in school and in life. All Head Start classes are for 4 hours and include a meal and a snack. Classrooms operate either three or four days a week with both morning and afternoon sessions. Classrooms that operate three days a week and include a home visit once a month to work on individualized school readiness goals for the child.

Community Assessment

The Community Assessment (CA) is an assessment of the needs and resources of eligible families, our program, and the communities within our eight-county service area. The Community Assessment is critical to making informed decisions about our service area plans and service delivery, developing strategic plans for our agency, responding to new Federal regulations or initiatives, mobilizing community resources and partnerships, and reaching out to additional funders.

We prioritize identifying new or underserved populations in our nine county service area and assessing their needs and the available community resources available to address them, in order to provide the highest quality services to the families in our communities.

Early Head Start Center Based - Childcare Program

Wyoming Child and Family Development Torrington Learning Center (TLC)

TLC offers services for children birth to 5. We have four Head Start Classrooms and also provide all the disability services to any child birth to five in Goshen County that qualifies for services.

Wyoming Child and Family Development Lincoln Infant Toddler Center (LITC)

LITC provides services for children birth to three years old and to pregnant women through a variety of Early Head Start program options. Early Head Start classrooms provide early learning, care and enrichment experiences to children in an early care and education setting.
Center Based Early Head Start classrooms have wrap around childcare that is open until 4:30 pm nightly. Early Head Start services are free, but the childcare portion of the child’s day does include a fee. A $25.00 non-refundable registration fee is due at the time of enrollment.
Two other Early Head Start program options include a combination of socialization (class time) at the center and child-focused home visits in the family home that are individualized to help parents support their child’s growth and development.

The Home Based Early Head Start program provides services for pregnant moms and children birth to three years old. It includes weekly home visits and socialization experiences twice a month for 2 ½ hours. Parents stay with the child during the socialization and home visits.

Wyoming Child and Family Development Guernsey Center

Wyoming Child and Family Development Guernsey Center is an early childhood program that serves pregnant women and children birth to age 5. The birth to three program serves 10 children which may include pregnant women to provide education on child development and parenting through weekly home visits with an early childhood educator and socializations two times a month. The preschool program for children 3-5 years serves 20 children 4 days per week (Tues.-Fri. 8:00 a.m.-Noon) to provide children and families opportunities for learning and growth and to prepare for lifelong learning as they enter school. WCFDG offers monthly screenings to all children in the community age birth to 5 years. This is a comprehensive screening to provide parents information on developmental progress and skills of their child. Services are available for children with developmental delays or disabilities. Staff is licensed and/or certified and the program is NAEYC accredited - a distinction which only 7% of the early childhood programs in the nation receive.

The Wyoming Child and Family Development Guernsey Center offers services for children birth to 5 and pregnant women. We also provide all of the disability services to any child birth to five in the Guernsey area that qualifies for services.
